qualified under the terms of your despatch; that they in nearly every case had acted for longer or shorter periods in positions of responsibility; but that nevertheless in spite of the recom- mendations of the Officer Administering the Government of this Colony their claims to appointments or promotion have been set aside in favour of cadets transferred from other colonies or of officers other than those in the cadet service promoted locally. There are now not sufficient appointments left in HongKong; even allowing for unexpected vacancies; for the number of cadets, and their chances of promotion within the Colony are reduced to a
minimum. It may also be pointed out that all the cadets appointed
since 1897 with the exception of E.D.C.Wolfe and S.B.C.Ross who
were transferred to this service at their own wish and upon the recommendation of the Officer Administering the Government, owe
their appointment to HongKong, in preference to the other Colonies included in the system, to their place in the open
Competitive Examination.

Our position is therefore most unfortunate, for
in the notice sent to candidates before the open Competitive
Examination (Eastern/No.57. Hong Kong, Straits Settlements and
Federated Walay States Cadetships) it is stated that "cadets
appointed to this (i.e. the Colonial Cadet) Service will in the
first instance be allotted to one or other of the Colonies in
question and will as a rule look for promotion only in that
Colony or States." If thes, we can look for promotion only in
HongKong, but in HongKong there is scarcely any prospect of
substantive appointment and far less of promotion, we are forced
to conclude that the calculations in view of which the Officer
Administering the Government recommended the appointment of two
cadets
